Senator Fisher, the Chairman of the Senate Appropriations Committee, believed that the time had come to redirect funding for the Stargate Program. After eight years and billions of dollars, the Goa'uld and the Replicators had been neutralized, and Fisher was not convinced of the threat posed by the Ori who had so far only manifested themselves in Daniel's apparent hallucination in a coma and in a single Prior who had vanished in flames. Senator Fisher believed that the SGC had succeeded in meeting its primary goal, the acquisition of alien technology, and that it was time to shift resources from exploration to the exploitation of those technologies for planetary defense, primarily by building more Daedalus-class ships. He intended to allow the Stargate Program to continue to operate at 30% of its current budget, and Landry, Teal'c, Daniel, and Vala appeared before him to present their case for maintaining full funding for the SGC. When Vala presented her case, suggesting that Senator Fisher's decision was the result of his insufficient manhood, the senator called a recess. The SGC eventually appealed to the International Oversight Advisory, and additional funding was granted in exchange for an IOA watchdog within the SGC.
