TRIBUNAL

The shady foreign organization with ties to East Germany for which Quayle had carried out several missions referred to itself as the Tribunal. Quayle, a foreign agent of fluid loyalties, had had a spotless record with the Tribunal except for his encounter with MacGyver during which he was moving a planeload of stolen military computers and MacGyver had stolen the plane back. That mission was the only blemish on Quayle's record, and the Tribunal had punished him for his failure.

When MacGyver returned from a mission to East Berlin carrying vital intelligence in the form of encoded microfilm, Quayle was anxious for a chance at redemption and retribution. In a darkened warehouse near the water, Quayle came before three representatives of the Tribunal and submitted his proposal to eliminate MacGyver and destroy the microfilm before it could reach American intelligence. Although skeptical, the Tribunal authorized the operation based on Quayle's personal guarantee of success, and they warned that the consequences for failure a second time would be dire.

Quayle rigged a DXS safe house with a series of booby-traps designed to imprison and then kill MacGyver, however he once again underestimated his adversary. Quayle was defeated and taken into custody, but the Tribunal remained at large.
