Maz'rai, a Jaffa who had once served Apophis and who bore his tattoo, became a member of the High Council in the new Jaffa Nation. A voice of reason among the Council members, Maz'rai co-authored policy measures designed to prevent voting abuses by Gerak's coalition, he voted in favor of increasing the size of the Council to give unrepresented Jaffa a voice, and he introduced a motion to set limits on the Council's legislative powers. As an ally of Teal'c and Bra'tac, he also strongly supported their proposal to dissolve the Council, which could be easily influenced and corrupted, and he proposed a public referendum for all Jaffa to participate in the decision to bring the Jaffa Nation to democracy.
Ka'lel had also supported democracy, but when her loyalties suddenly reversed, Maz'rai visited her to learn the reason for her change of heart. Ka'lel had been brainwashed by Ba'al, who intended to seize control of the High Council, and while under the influence she used a zat gun on Maz'rai, who became the next victim of Ba'al's brainwashing. The following day, Maz'rai addressed the Council and recommended caution, insisting that more debate was required before considering a change in government. Believing that his vote had been influenced, Bra'tac confronted Maz'rai and urged him to submit to the Rite of M'al Sharran to overcome any brainwashing. Maz'rai insisted that the idea was absurd, but when he realized that he had no memory of the night before he had changed his vote, he asked to be alone. Ashamed that he had been brainwashed and fearful that he would be unable to overcome it, he attempted to conduct the Rite of M'al Sharran on his own. Alone in his chamber, Maz'rai removed his own symbiote, but he was unable to revive and was later found dead. A note he left behind implicated Ka'lel, and by following her movements, Bra'tac was eventually led to Ba'al's stronghold where Teal'c had also been captured.
